Human Resources Manager

Human Resources Manager

ATS is seeking a motivated individual who thrives in a small company environment where the work is fast paced and the opportunities are broad.  The HR Manager will report directly to the President and will work closely with all management, employees and departments within ATS, as well as our benefits administrators and HR outsourcing company.  ATS currently has about 60 employees, located in our Fairfax headquarters and remote locations, including several states around the US.


Human Resources Management

  • Design, plan and implement HR programs and policies for staffing, compensation, benefits, visa/green card processing, employee relations, training and health and safety for all of ATS.
  • Advise senior management on HR strategy and talent management strategy
  • Coordinate programs company-wide
  • Manage data on HR trends, advise on strategy, and report on progress to the executive team


  • In conjunction with our benefits brokers, administer the following benefits: Medical, Dental, Vision, 401k, Short Term Disability, Long Term Disability, Life Insurance, FSA and COBRA
  • Manage all enrollments and changes
  • Manage the annual evaluation of plans for cost and coverage, in addition to working with our broker to select the best options and prepare for open enrollment.
  • Run the annual open enrollment meeting and benefits session during new hire orientation.
  • Manage disability claims
  • Audit all related invoices and approve for payment
  • Respond to employee benefits issues and questions
  • Track leave

Employee Relations

  • Administer personnel policies and procedures
  • Guide managers in matters of employee relations and prepare appropriate documentation
  • Manage the separation process and handle sensitive issues, escalating as needed

Performance Management

  • Facilitate and monitor the performance evaluation program
  • Assist in training for employees and managers on our performance management system, how to write reviews, rating scales, etc.
  • Work with management to ensure all reviews are being complete in a timely manner, this includes the 60 day, 90 day, mid-year and annual.
  • Assist managers with documenting performance issues and advise next steps.
  • Assist managers with determining development and training plans based on company needs.


  • Advise on immigration matters during the recruiting process.
  • Work with our attorney to process paperwork for employees on a H1-B visa.
  • Maintain the appropriate internal files.


  • Assist in recruiting top talent - help managers determine department needs, develop recruiting strategy for each role, manage the set up of interview schedules for candidates and ensure that all interview evaluations are complete.
  • Post job announcements and update the applicant tracking system.
  • On-board new hires, including setting up internal training plans.
  • Conduct the onboarding process

Training and Development

  • Set up annual compliance training for all staff, for example Sexual Harassment Training
  • Manage training agreements and approvals for all staff
  • Plan other internal training for staff, including technical and soft skills training
  • Assist Managers to evaluate training needs for teams and themselves


  • Update personnel files, prepare for and conduct exit interviews.
  • Conduct equipment check-out procedure.
  • Handle COBRA and other benefits termination processing.
  • Respond to post-termination requests for information, unemployment, etc.
  • Track turnover data and advise on possible changes needed

General HR Administration

  • Assist in processing Payroll
  • Track key HR metrics (turnover, headcount, recruiting source performance)
  • Job description updates    
  • Other tasks as assigned

Qualifications and Experience

  • 5+ years of experience in HR
  • Experience working in a professional services firm is desired
  • Demonstrated ability to collaborate, influence without authority and impact change by leading/coaching individuals
  • Broad understanding of HR principles and knowledge of HR laws and regulations, such as FMLA, ADA, HIPPAA, COBRA, FLSA and other employment laws
  • MS Office experience, including knowledge of Word, Excel and Power Point
  • Good attention to detail and well organized
  • A positive attitude
  • Must be diplomatic with the ability to be discreet when handling confidential information/situations
  • Excellent communication skills (both written and verbal)
  • Ability to work in a fast-paced and team-oriented environment

Education/Certification Requirements

  • Bachelor’s Degree in a related field
  • Certification preferred (PHR, SPHR, SHRM-CP or SHRM-SCP)
